Ramallah - The Palestinian Businesswomen Association - Asala, held a presentation and discussion session for a policy paper on Monday titled “Facilitate Formalization of Women-Led MSMEs" under the patronage of His Excellency Minister of National Economy Khaled Al-Asaily.
The session was attended by a number of representatives of institutions and ministries, and the results of the study prepared were presented by the researcher Iyad Riahi, founder of the Social and Economic Policy Observatory; which sought to examine the opportunities available to women business owners of small enterprises and the obstacles they face, in addition to move to the organized sector by analyzing the appropriateness of the regulatory laws in relevance to the reality of these projects.

The session was attended by a number of representatives of institutions and ministries, and the results of the study prepared were presented by the researcher Iyad Riahi, founder of the Social and Economic Policy Observatory; which sought to examine the opportunities available to women business owners of small enterprises and the obstacles they face, in addition to move to the organized sector by analyzing the appropriateness of the regulatory laws in relevance to the reality of these projects.
The policy paper came out with a set of recommendations in terms of legislation and regulatory laws, the most important of which was the inclusion of a tax recovery mechanism for production inputs in small and medium enterprises in the first five years of the project’s life, and work to amend the Companies Law in terms of the legal requirements for registration, and the need to work on formulating a concept and definition. A unified unit for small projects around which all government agencies agree.
Mrs. Rajaa Rantisi, Executive Director of the Asala Association, emphasized during the session the importance of uniting efforts and working in collaboration to implement the recommendations that came out in the policy paper, noting the need to adopt incentive policies for women business owners of small projects, by facilitating registration procedures in order to encourage them to continue their projects.
Researcher Iyad Al-Riahi, the author of the paper, emphasized that the Palestinian law stimulates projects and investments with large capital, without paying attention to small projects, in which women constitute the largest proportion of their owners, and pointed out the need to establish a legal body that becomes a reference for women who own small and medium enterprises and undertakes the process of supporting and directing these projects.
The Undersecretary of the Ministry of Labor, Mr. Samer Salama, the Head of the Cabinet of the Minister of National Economy, Mrs. Suha Awadallah and the Director of the Planning and Policies Department at the Ministry of Women's Affairs, Mr. Amin Assi, participated in the session and expressed their support for the results of this paper and the need to unite efforts between all parties to support female entrepreneurs, small and medium.
It is noteworthy to mention that this session is part of the mobilization and advocacy program of the Palestinian Businesswomen Association - Asala, within the project of creating economic opportunities for women and young women in the West Bank, GROW, implemented by Cowater Sogema and funded by the Canadian government.
